Once you have done that, both applicants need to go to the Randolph County Courthouse in Winchester together. Under IC 31-11-4-3, both parties must appear in person before the clerk. Bring a valid government-issued photo ID such as a driver's license, passport, state ID, or military card. Each applicant also needs to provide their Social Security number.

No blood test is needed. Minimum age is 18 without parental consent under IC 31-11-1-4. If either applicant is 16 or 17, a parent or guardian must be present at the clerk's office.

If you have been married before, bring a certified copy of the divorce decree or a death certificate for the prior spouse. Uncertified copies are typically not accepted. Having the right documents ready before you go to Winchester will make the process much faster.

Note: Randolph County's online pre-application requirement is a local step on top of Indiana's standard in-person requirement. Don't skip it, or you may be turned away at the counter.
